I NEED HELP! (Villagers moving in from other towns)

So, I have a friend that I play regularly with. We connect over wiifii (faraway) and nearby. Well I have received 3 of his villagers that have moved out of his town. I want to keep playing with other people of course, but how in the world can I stop this from happening? I want certain villagers so whenever I get space I want to keep the space I have, not have villagers move in from other towns to my town.

Stop entering to his town and turn off streetpass
Or let his "void" get clean

I think this is a result of having Streetpass on? Have you tried turning it off?

Spotpass could be on it won't matter but yes streetpass off so you won't get villager no more
And how to get it cleaned the void
Your friend must go to a town with 10 villagers to get it clean
Or if you want to void your animal it's must be you the one to cleaned the void by visiting a town with 10 villagers
