Rare Items

What items are considered rare in New Leaf?
DLCs, of course. But what else?
Is all non-reorderable content rare?

What rare items are worth hoarding?

Any set with a difficult means of obtaining, hoard it, bar the Campus set. And for the ones that have an easy way to get them, hoard them during that time, then resell later.

Japanese and Korean holiday items I think are pretty rare. Well they were earlier at least.
