Why won't club LOL build?

My friend got all the signatures for club LOL months and months ago and it still hasn't built. He wants to know why, because Dr. Drunk has also disappeared from his town completely.

Does he TT?, TT-ing may or may not effect the building time of Club LOL

I think they need to buy it as a PWP so it can be built

Dr.Shrunk is supposed to disappear. Everybody gets it after 1 week+ but not after months.
The Club LOL PWP doesn't exist, you don't have to pay for it either. Once you get signatures give them to Dr.Shrunk and after a week Club LOL will be built.

Thanks guys! This is really strange and I'm beginning to wonder if its a glitch... but it's weird as he gave him the signatures and its not been built for months.

Did you commission the project?
Did you fully pay the project?

The time Club Lol appears lies between 4-8 days. It is unsaid if these have to be played days or simply calendar days.

Isn't if you turn him down at first, it'll be added to the PWP list? I don't know if it has to be for from that point (or if that's even a thing).
