For me, the mustache makes him look a lot nicer than he did in City Folk. Also, let's not forget, Mudkips are Axolotls, too, and we all see how well-received they are. Also, the following is obligatory.

He's really creepy....but I guess it fits the character, so I don't think is a bad think.

He's still painful to hear, tho...
 
I don't find Dr. Shrunk's design really bad.
In fact he was drew like that to look like a stereotype doctor:
balding, short, mean eyes and having a unibrow.

He kinda reminds of Dr. Fooler from Osamu Tezuka's stories with a few diferences like the small tuff of hair in his forehead and a bucktooth.

Here is Dr. Fooler as Dr. Minimini in Tetsuwan Atom 2003 (Astro Boy 2003):
