She was the first villager I invited to my island and I love her so much!
I also really like Puddles, Henry, and Tad (but I only voted for Lily).
As for worst, there are a lot of frog designs I am not a fan of...

Raddle best boy. Although Ribbot, Diva and Wart Jr. are up there too.
And honestly I don't dislike any of the frog villagers? I love frogs and I think it's cute that they're tinier than the player and the fact that they love rainy days and don't use umbrellas is one of my favorite little details. I wish they did that kind of thing more often with the other villager species.

Well, I was going to vote for Frobert and Croque, but since they aren't in the poll I voted for Diva instead. Diva is still in my top three and she's a permanent resident in one of my towns. I love her coloring, her house interior, and the fact that she reminds me of an actress from the 40's.
I've never had Frobert or Croque as villagers, but it was love at first sight for me and I hope to encounter them someday.

The first time Raddle was on my island, I couldn't stand him. Then one day, he got in the way of my attempting to lay down paths and I whacked him with a net and pushed him until he was offended. I've never been mean to a villager before or since then and I felt so bad about it, that I bought his Amiibo card and invited him back later. Then I loved him. I like that he is wearing a mask to protect others from his poison. His house is nice and looks great on a goth island. I'm not sure why I didn't like him the first time. He's pretty great.
I also love Henry. Henry has the best house exterior. And I can't wait to have Lily on my island someday. I don't think I've encountered her on a mystery island yet. I found Ribbot on a mystery island and thought I wouldn't like him, but he was fun to have around and I did earn his photo before letting him leave. Now, I have a mad scientist lab in my basement and Ribbot's photo is hanging up in it.

ndndnxk aside from her, lily is also wonderful! i had her on my island for a while and she’s absolutely adorable! drift, puddles, jeremiah, raddle and prince are amazing, too!
for me, henry is the worst frog - don’t get me wrong, his design isn’t bad at all nor is he a bad villager but he just irked me so much when he was on my island and i was so glad to see him go. >_<

My absolute favorite frog is Frobert! 
He's just so cute with his big eyes and I love his pattern. A close second would be Drift because I love that he's based on a poison dart frog and his cute smile. I also really like Camofrog, Gigi, Henry, Lily, and Ribbot. I think the frog designs in general are very cute!
I think the only frogs I don't like Huck and Prince. I think Prince's beard thing is weird and off-putting, and Huck has a strange mouth and wart.

Like most of you I really like Lily for her simple colour and little cute face. She looks really pretty! Cousteau is my second favorite, he has a nice facial expression and a great smile! Puddles is cute as well, good pink colour and a strange little mouth not that unpleasant to watch! Finally, Raddle is special but his expression is as well cute in my opinion, especially his eyes (yes it's all you can see from him haha)
I don't really like other frogs. Prince has something I really dislike, like a beard or something like that. Ugly that change of colours on his face! Jambette is also one of the worst ever villagers in my opinion. These eyes, that mouth... just, why Nintendo? I don't want to say something impolite so I'll just say she is vulgar in her appareance.

Best: Diva and Huck!! I love these two, they are so cute. Diva has a special place in my heart since I had her in my NL town, and then randomly got her as my starting Uchi in NH!
Worst: Wart Jr. I don't like the way he looks at me, like he knows something I dont......

My favorites are
Lily, is the cutest, she looks like a White's tree frog
Ribbot, is great because his eyes glow in the dark and he makes robot sounds when he's walking around
Drift, is a cute dart frog
Least favorite is Prince, don't care for the facial hair

i love frogs so much, i had an all frog town in new leaf because they are my favorite species and i Love them. have i mentioned that i love frogs
i like all of them (except huck, ew) but my favorites are lily, jeremiah, drift and frobert. next tier (still love but not as much) are diva, gigi, puddles, henry and camofrog. after that i like cousteau and croque.

Frogs are perhaps my most favorite of all villager species, right there next to alligators, anteaters, squirrels and rabbits. I just have a soft spot for them, perhaps on account of how little they are and how much they love the rain! My top frogs are as follows:
Henry - my main love in NL he still is in NH but I hold the fondest memories of him only in NL, as he still lives in my town of Koholint. It was love at first sight back when he first randomly moved in as my smug. He has all the things I love in frogs: a lovely shade of green with some yellow in there as well, rosy cheeks, spots, and a chill expression on his face. I enjoyed the flirtatious side of the smug personality back in NL, but I think because it's practically non-existent in NH that's why I don't feel as attached to Henry. But I still love him to bits.
Tad - he's the cutest thing ever! Just look at that mouth :3 his shade of green is absolutely attractive.
Drift - that big, wide mouth whenever he talks gets me every time! Plus I love how vibrantly red he is!
Jeremiah - my little buddy since WW, one of the very first lazy villagers I ever had the pleasure to interact with, as lazy is my favorite personality right there with jock. He blue and little and chubby
Wart Jr. - I love his name! He's overall so, so adorable!
Huck - to be quite honest I was never fond of him, though he still resides in my town on AC Population Growing. Something about the big zit on his face and the shape of his mouth...but in NH, overtime, I actually grew to like him a lot. I like his particular shade of gray, especially on bright sunny days. I've caught myself going "Awww he's cute" ^-^
Lily - she's the sweetest little thing. That shade of blue/green is incredibly appealing and so are her big rosy cheeks~ and those bright, cheerful eyes! Her interior is one of the best I have ever seen.
Puddles - very cute! I never appreciated her more than I do now in NH~

TEAM WART JR. no but seriously I love that little warty dude. And he has an adorable house and I love when he sits under a tree and you talk to him and he says he’s resting his old bones 
just such a precious, cranky frog. Second runner-up for me is definitely Lily. Lily in glasses is peak cuteness.

I'm sad that Croque isn't available to pick in the poll...I like his distinctive daruma look, his colors, and that he's cranky. Cousteau is another favorite, and one that I have on my island right now in fact. How could you not like such a cheerful little guy? And his cute little moustache! His catchphrase is "oui oui", so adorable to hear him say that in game. Still not sure why he's a jock, but it's kindof funny to hear him be so into exercise and fitness with such a tiny body. The jock sunglasses look huge on him too, lol.
