Initially, it is appearance that makes me want a villager. But lately I have been trying to go back and get villagers I have had over the years, just because of their personalities. Right now I have Diana in my town, and I got her because she's so pretty to look at, but she's too much sass for me so I question keeping her from time to time :\
What is it about a villager that makes you want/not want them?

The design of the species. Monkeys are the worst followed by hippos and most birds. How the heck did they let em out of that studio..? Call be superficial but honestly some designs are really bad and clunky and don't fit the game at all.
I usually go by how cute the villager is. If I get an ugly one (Jambette or Tabby), then they're getting kicked right out of town.
But with Ankha, I fell in love with her because in my first town I had her in she gave me so much free stuff. Like, every time I would talk to her she'd give me stuff. I made a lot of money.

It's mostly about looks for me. I have had a couple of them just rub me the wrong way with their catch phrases or attitude. I'm pretty picky about my villagers. I have 3 I'd like to get rid of right now.

I usually base it on appearance wise but I absolutely cannot have a jock villager in my town, they always talk about sports non stop
Sometimes the way they look but also sometimes their house interior.
I had butch on my island and I loved him so much. But his house didn’t suit him at all
I thought it would be like a typical grandad type style but instead he lives on the roadside?
I didn’t think it suited him one bit so I let him move out.

For me its a combination of the type and appearance. If a villager doesn't have at least one good in my eyes I don't take them. As an example I don't typically like the jocks. But if I like their appearance (like Sterling or Rudy), I don't mind! But Jitters, who is a jock and is kinda creepy to me, is a villager I don't want. Or the other way around, I find Bubbles to be ugly, but she's peppy so I'd probably become attached to her if I got her!

For me it’s their plot placement and how they jive with the rest of my villagers. For instance, Astrid joined my town via someone’s void and plotted where I wanted to place a path. She also didn’t get along with some of my other villagers so I couldn’t wait for her to leave.
It honestly depends on the game, but since this is in the New Leaf forum, I guess I'll talk about it as it pertains to New Leaf.
I want to say aesthetics and personality are important in this game particularly, but I find it very easy to get attached to the villagers, even if they aren't really a good fit for what I'm doing. Maybe less so attached to the villagers but more "complacent to the point where I don't want someone worse to replace them." If I do want someone to leave, it's usually because someone who fills the same niche better has come along. (i.e. if there's a duck I like more than a duck I already have, I don't like having two ducks that are basically the same in terms of personality, so I'd rather the one I like less leave) or because I had a bad experience with them (see my Paula thread, for example).

I just go by feel. I like making backstories for my villagers and I get sentimental about ones I've hung out with.
Designs, some who look like clowns and such arent my type, and also houses design. Also names but i know that might be seen as weird and rude XD The species play a part too, because some of them i just cant stand having. I take the overall aesthetic and personality into account, too.
I dunno, really. People say the mice villagers are super ugly and plague rats... but I have two of them.
Granted, it's the two cutest mice villagers, but still.
I usually don't mind having multiple types of villagers (I have two peppy villagers, two normal, will soon have two lazies and two jocks, etc.)
A lot of my dreamies I didn't plan on having (the only "intentional" ones are Bree, Lucy, Bob, and Scoot) but they've grown on me. Annalisa I was originally gonna move out for Agent S, but Annalisa talked to me so often and gave me so much free stuff that she's like my mom by this point.
I fell in love with Penelope and Bianca literally as soon as I saw them. I was gonna move out Flurry cuz she put her house in a bad place, but... gosh I love her so much now >-<
Teddy I was gonna move out, but he slowly grew on me (he's so CUTE) to the point where he's my second favorite villager now. Ozzie is super cool, even though people rate him lower on the popularity scale too.
Now that I think about it, the only villagers I have (or will have) that are remotely popular are Flurry, Bob, and Scoot. Teddy is a little popular if I remember right? Not sure
