Villagers not asking to move!

I've had my town for about 3 weeks now and not one villager has asked to move yet.

I have two villagers who are not amiibo scanned and the rest are all scanned amiibo villagers. Obviously I have gotten villagers to move out via amiibo but not once has someone asked to move! Has anyone else had this problem? And is there something wrong in my game?

Well I just checked and one is in her house and the other isn't, he's outside. I would say it's somewhat even the amount of time they are outside or inside.

You could maybe try to do this if your desperate. Otherwise I'd just give it time.

i've had this problem before

i find that with new towns, even if you've gotten your house and permit, it takes a while for the first villager to ask to move

oh yeah, I don't think they ping on event days so that could have something to do with it.
