Need Help! Sorting Villagers Between New Leaf and New Horizons

I have been working hard to pick out my ideal line up of villagers for my New Leaf and New Horizons groups. I have some villagers selected and would like some advice in where to put the 20 villagers I have selected. I already have all the amiibo needed to do this btw, so it will not be too hard.

Any suggestions on who to put where. I am restarting on the first in both games to have both run together. Would love some advice

Do you have a theme at all for the town/island? Sometimes that helps with villager works for what theme.
Might be able to help once I know that.
