Unorderable stationary

Hi!

There are some stationary that are unorderable, and I've never ever had one. Is this even possible? For example: the gallery paper, the halloween paper and the museum paper. They are in my catalog, but I have no idea how to achieve those?
Has anyone ever gotten ahold of any of those? If yes, how?

It comes in the mail from villagers very sometimes.
I've been playing NL for like 3 years and received all of them. So yes it's possible.

I had a pack of unorderable stationery inside the police station but I've heard people have gotten them as gifts in letters.

I wanted to know so I know how to get my catalog to 80% c:

well my one of my old old friends had a powersave once and she got a ton of stuff you arent supposed to have (store floors and wallpaper, furniture, idk) and i remember walking into her house when she had the retail wallpaper and being like "am i in the right place", but this would apply with stationary too probably.

but theres no way to get the stationary without hacking the game and its against the rules to hack, so i guess just forget about it >_<'

My extra players received the rare paper a lot. The villagers send them when they don't play for awhile.
