By "anything feathered" can it be a figurine with something that's supposed to be feathers (a bird figurine for example) or does it have to be real feathers?

Unfortunately something like a figurine or a sculpture won't count. However, in addition to real feathers, brightly colored craft feathers are also allowed even though these are often only partially "real."
