If true, it'd be a great partnership for Build a Bear and Nintendo. There's big demand for Animal Crossing merch right now, and the bonus of a collection like this is that it has the potential to reach adult collectors as well as children. I do think that some people are overestimating the detail/quality of the plushes that will come out though, as Build a Bear tends to focus on making playable toys rather than collectible pieces. And I personally think that the quality of some of their bears has gone down over the years.
I'd guess that the villagers/NPCs they pick will be based off of a combination of profitability (whether or not a character is popular, if they fit the Animal Crossing brand) and manufacturing capabilities (picking character designs that can be easily made and stuffed). Any collaboration line will likely also have themed clothing and accessories that fit other bears, as has been the case with the Star Wars collection. If I had to put money on it, I'd put my money on NPCs like Isabelle and Tom Nook and a 'special bear' rather than villagers simply because the popularity of villagers is hard to gauge. Even so, I'm not sure if they would be willing to/have the capabilities to do a new body mold for Isabelle? They could very well do a 'special bear' for them as well.
By 'special bears', I mean a regular teddy bear, maybe of a different colour/pattern maybe with embroidery on their paws detailing the collection, sometimes dressed in an exclusive outfit. They're pretty common in collaboration collections, particularly if they're working with a brand that doesn't have any bear or even animal characters. An example is the Nintendo Mario plush, which was a bear in Mario clothing.
I saw a comment on Facebook saying that villagers that people love in game won't necessarily translate to cute plushies (depending on whatever molds/art style Build a Bear prefers). Like, people love Raymond but will the Build a Bear demographic love a Raymond plush? Besides a character like Stitches which I think translates well to a bear, it's hard to know how they will translate different animal types.
I'd like to think that I have some knowledge on Build a Bear since I was subscribed to their snail mail mailing list years ago when that was a thing and I spent a lot of money at that store when I was a kid...

As there are so many villagers, I'm pretty sure they'd only make ones that are NPC & ones that are extremely popular ones from the villagers, hoping for Lily the most lol but other dreamies I have would be great as well (Beau, Lolly, Audie, Chief, Diana, Muffy, etc.)!

They’ve had non-bear stuffed animals for ages now. At least a decade. They have Stitch, Scooby Doo, and Pokémon right on the home page (I think they do My Little Pony stuff and Ninja Turtles too).
