I went to Isabelle and kept complaining about Hans when he wouldn't leave and I guess he finally got the hint and left after 3 times of doing that.

the complaining only removes the thing you complained about, it doesn't make the villager go "hey maybe this town doesn't like me"

Being rude doesn't get a villager to move out, in fact you have to do the opposite. Talk to them at least 4 times everyday, accept their requests but you don't have to actually do them, write letters to them and add simple gifts (etc: seashells) being mean to them will make it DEFINITELY HARDER for them to move out and complaining to them to Isabelle won't change a thing!
