I found this online and have seen this help many people so I thought I'd share :D

Get Rid of Villagers

I've spent quite a few days testing different ways to get rid of unwanted villagers, and I've found a process that works for me. If you don't mind some minor time traveling, and you have some patience (and time) it will only take a couple of hours to do - less if you get lucky. Here's what I do.

1. Time travel two days into the future - no repercussions.

2. Save, and then time travel back to your regular time.

3. Walk around town without talking to villagers until one of them approaches you with the wish to talk with you. This will probably be the villager who wants to move. Finding which villager it is is the tedious step.

4. If you want to keep this villager, tell him/her so, and start the process again. If it's the villager you want to remove - yay!

Some points:

- You won't always have a villager approach you - he/she might be indoors, or at the museum. In this case, after you have done the rounds, start talking to other villagers - often they will say who wants to move. One of the villagers WILL want to move - you just have to find which one. When you do, finish the process before trying again. So that means, find them and either accept or deny the moving wish. You might need to Save and quit a couple of times.

- A villager approaching you might want to talk for a different reason - that's ok. Finish the conversation and keep looking.

- My experience has been - the friendlier you are with a villager, the more likely it is that those will be the ones to approach you (go figure).

- Uchi personalities require special treatment sometimes. If you agree to their wish to move, they may get offended and change their minds. There are a couple of ways around this.

If you know ahead of time that it's an Uchi villager who wants to move (via another villager telling you), and it's that Uchi villager you want to remove, do nothing. Do not talk to that Uchi villager at all - they will leave in a few days without you having to engage them at all.

The other way, if it's too late and the villager has already talked with you and changed her mind, reset your game without saving. When you've restarted, don't talk to that villager at all, but do try to get one of the other villagers to verify that the Uchi villager is going to move. Then just wait it out.

This has been my experience, and I've removed all of the villagers I don't want (mostly Uchi).

the only problem with letting them just move out on their own is that you don't get the chance to give them to someone else.
I mean, if they aren't that popular, I can see why it's a good idea to just let them move out but if you want to give them away, you can just save before talking to them and if they say that they want to stay instead of move, just restart your game without saving.
 
im not one to really bother with trading unless its a high tier villager i want out ((marshal please leave)) but i think its just easier to talk to villagers you like & eventually one of them would mention that they heard someone wants to go. if someone is that someone u wanted to leave, then i just leave them be, cause it can be any personality (normal cranky jock snooty) that would be like "what u want me to leave???? just to spite you im gonna stay" & thats just so ughhhhhhhhhhhhhhh, so just chill & ignore them if they do ping u ((cause sometimes they dont until next day or so))

also i believe that friendship level doesnt really matter? that its all randomized bc i am Very good friends with Ankha & Tabby & about 60000 villagers came & went before either of them told me theyre thinking about leave ((tabby twice & ankha once)) so friendship level doesnt really matter i think, i just talk to them once they move in or smth so i would at least hear the rumor that theyre leaving

tbh its bugged me a bit that every "get villagers out quick" guide always says to run around & have someone 50/50 ping u with the maybe "i wanna leave" which is then a maybe "im gonna stay" when u tell them to go. i just find it a lot easier to talk to faves until one of them reveals whose leaving, & then leave the leaver be if u want them to leave

There's this villager that moved in unwantedly...she's uchi. I've talked to her ONCE as a greeting then went in her house when there was smoke but i didn't talk to her nor have i since. I even time travelled about 6 days ahead then back and she hasn't moved...have i messed it up?
 
This is the method I use to get all my dreamies it works REALLY well. I have never had problem with this method and the villagers WILL almost always come right up to you to ask to move at least for me they did. At least in my own experience. As far as friendship level you can't have it too high or too low, it is random but the friendship level does seem to trigger it if you start to ignore them a little. I don't build it up to where we are BFF. No I do it so we are cool enough then I do the ignore trick for a day here then talk to them then ignore them then talk. But I do ALL of this within a day or two. I would speed cycle too. Using this method I mean. I got all my non cats out within a week and all my cats within the next week for both my cat towns. It has always worked. I also keep a log and it is very in depth. Never had any random move outs either. It is because i am just so involved with when I get pings and when I time travel. I would get a ping every 3-5 days not cycling and then with cycling every 3 days. This is a huge help. I have tried other methods but none have worked like this at all.

Actually all types of villagers can change their minds! I asked Rory to go and he changed his mind, for example. How infuriated I was that day...

If they change their mind quit without saving then reload your game and they will ping again to move, ignore it but remember their move out date and then time travel to it and they will be in boxes.

I know, I did it! Except I just quit without saving and re-loaded, then he pinged me again, and he didn't change his mind this time. I'm just so glad this MONSTER is gone...

This also helps a lot but sadly one animal is leaving that i wish i could of stopped maybe i didn't talk to them enough but i thought i did...oh well.
