Does snow act as rain for winter?

I don't know if this is a stupid question, but does snow act as rain? I noticed that everyday it snows, the next day my flowers aren't wilted. (I have Bell Boom) Is this usual? I wouldn't know because last year I had the Beautiful ordinance all winter.

Maybe the precipitation helps them grow, or wakes them up ^^
