I did and she just gave me the usual options of Ordinates, Island Ratings, Island Changes, or Islander Complaints

It's possible there's a prerequisite that none of us are aware of yet.

I've seen him on my newest island, and there, I have not donated a single bell to Harv's island, and my house has only 1 room expansion. So we can probably rule House upgrades and Harv's island out.

I can't say for sure, but perhaps it's random whether or not he shows up day to day.

I finally found Resetii after six hours of searching. It felt really annoying just to get him to clear my entire Island completely. At least now I can decorate it better than before and hopefully finally get more than three stars.

If you want to keep your flowers from spreading you can use a transparent qr design on the ground. Works great.
