Advice for landscaping/town planning with bad map?

Hey all! I need some help with landscaping my town.
Below is my map (click the link) - the blue dot is where a new resident is moving in, the pink are residents I definitely want to stay.
Dream address: 7C00-006B-20E4
I'd like advice on:
- Housing positions (I can plot reset, and am getting Amiibo cards soon, so I can kick out the residents who aren't in the pink and blue dots) - also if I change the paths, I can get rid of the character living in the blue house (near the beach), and move that house somewhere else
- Paths - I currently have paths, but I feel like the layout needs improving
- Trees - location/arrangement of the trees
- PWPs - Locations of them and which ones to have + I'm wanting a fairytale theme town, so bridge, lampposts, etc. will probably be replaced soon. + I can give you a list of the available PWP I can build

- Housing positions: I don't have any problems with housing positions, although the villager behind Re-Tail picked a bad spot, I'm sure we can find a workaround since you really like her.

-Trees: More of them. A lot more! Perhaps a lot of ceder and regular saplings (for when spring comes) and contrast them with perfect fruit trees. I would definitely work on making the town feel more foresty. If your flowers were color-coded, or hybrids, I could understand the lack of trees, because you want to make the flowers your focal point. However, since a lot of them are random, I would recommend taking away from that by planting more bushes and trees. Maybe dig a few flowers up, go to the island, and find some flowers that are alike, and plant them instead. But don't overdo it, contrast is nice! Exampli gratia, red and white tulips in a checkerboard pattern. That'll even get you some pink ones if you take care of them!

PWPs- Less benches and streetlights (which I just read you will probably get rid of), more BIG projects. In my town, I'm building a campground; a sight-seeing stone ground (with the stone tablet, moai statue, stonehenge, and a pile of pipes to tie it all together); a zen-walk thingie; and a random hangout spot with the cube sculpture, two torches to the left and right of it, and two chairs in front.

PWP Suggestions:You want a fairy-tale themed town? That's awesome. How about you build a Wisteria Trellis that leads to a hot spring? Or surround an area with trees and bushes, open the area up with a flower arch, then build a fairytale park? Examples can include building a fairytale clock, the shoe sculpture, the flower clock, and hammock? Or you could build two toptiaries that lead to a fountain? The possibilities are endless.
 
I think pink lilly and blue roses might look nice with your theme pink cosmos too.

You could do the homes in clusters with the river in front or behind them maybe?

Bushes can add a lot to paths too.

Maybe make a bamboo area by your double ponds with a walk way in between? My old town had a spot like that drove me crazy.
