Please help!

One of my villagers says they'll be moving out on July 31, but my town is TT'd to an hour earlier and the day before. If someone had their town set to the normal date and time, when should they come to my town to get that villager?

Sorry if this doesn't make sense, it's kinda hard to phrase. I'm asking like, if someone wanted to come buy the villager, would they come on (the actual date) July 31st or August 1st?

They would come on the date that villager said they would be moving. So July 31th

July 31st. Otherwise the villager would be gone on August 1st.
