In HHD are we allowed to explore outside the plot of land we're developing from?

Nope. You can only be in the plot you're currently designing. You can't step out of the plot and walk somewhere else, as it's all instanced. You can walk around on your main street, but you can't walk around the map. The FAQ thread stickied up top of the forum describes this in a bit more detail if you'd like to have a look there.
