How soon after starting a new town does villager cycling begin?

I've got a lot of cycling to do with the random assortment of villagers I was dealt in my new town. Any idea how long it takes before they begin to cycle out?

Soon as you get 9 villagers

I believe you can start cycling once you get nine villagers and you've completed all of the tutorial dialogue with your villagers.
