Do stumps count as trees/plants?

I just cut down an extra tree around my exotic fruit orchard and the stump had a pattern, so I wanted to keep it for mushrooms and such. But that tree I cut down brought the max number of foliage/trees next to eachother down by one and I wanted to plant another tree. If I keep the stump there, will it count as a tree and not allow my sapling to grow?

Stumps will prevent trees from growing. I learned that the hard way.
