It depends on the villager. If they're not original, then they can be reserved. Sometimes I'll use my own personal bias to decide whether a villager can be reserved. For future reference, I'd take reservations for Marina, Kid Cat, Fang, Merengue, Lolly, Chief and Beau, but not any other tier 1 villager.
