Cycled Out Villager Won't Offer to Move Back?

I'm having an issue with getting Static to move back to town, and I'm not sure of what to do. I cycled the 16+ villagers out, have a 10th slot open with no plots set up, and he won't offer to move into my town. Advice?

I'm guessing you miscounted the 16 villagers.

I keep a running track of who moves in and out, so that wouldn't have happened. It's pretty frustrating too.

Either that or you street passed a villager. Which has happened to me.

I got him to move in once I restarted my town, which I had been considering anyways. I guess my numbers were off or something, thanks!
