Yeah, that's the one.

You give him one of each egg for one surprise. If you give him more eggs, then he'll hand over more of the same item.
There's also the option of trading 3 of one kind of egg for one that you need/are missing, but that's barely worth the effort if you've already stocked up on them since the start of the event.

I got one from him and then just kept telling him I had eggs and refusing to give them to him for more of said item afterwards to annoy him

When I got the item I thought he was giving me an actual basket I could carry (as i noticed villagers now carry food, drinks and of course, baskets). The event was a bit lackluster by my opinion but not overly different from say, the good ol' acorn events of yesteryear (Fingers crossed Cornimer makes a return here). But hey, it's their first event and it was decent.
