I?m pretty much convinced now with the box art cover and the Japanese commercial that all the New Leaf Welcome amiibo characters will be back in New Horizons.

Piper was in the Nintendo LIVE 2019 pamphlet. Carrie is in the Japanese TV commercial. Welcome amiibo villagers will be back. Maybe not ALL of them (I'm looking at the cross-IP wonky characters that look like Epona, Wolf Link, Splatoon, Ganon, etc.), but all the true Animal Crossing characters from Welcome amiibo will be back.
