Will someone still move in?

Okay, so Poppy moved out yesterday in-game. She was my ninth villager, meaning a new one will move in within a week. Now I have Tom (currently resetting for his plot) moving in from what I assume is a wifi move-in. Once he moves in and I'm at 9 villagers will I still get another random villager moving in, or will no one come because I'm at nine villagers?
