When do you consider yourself to have 'completed the game'?

Completion for me would be:
All badges
Catalog complete
All fish, bugs, sea creatures, and museum complete
Full main street
All gold tools
Full grown plaza tree
Perfect town rating

If that is the case I am nowhere near completing the game :p

When I have every badge on every character
My museum is finished
My museum rooms are decked out
Town tree is fully grown
Every shopped is unlocked
All my dreamies are in the perfect spots
Every inch of my town is landcaped
My catalog is completely filled out
All gold tools
All pwps unlocked
Island is landscaped
All character houses are maxed out and decorated

-My museum is completed (even the top floor exhibits are in there)
-My houses are fully upgraded and decorated (exterior and interior) the way I like it
-I have all of my dreamies
-I have all of the post office rewards (all the way up to the ABD)
-All golden tools
-Main street is completed
-I have fully landscaped the way I like it
-Catalog is completely filled
-I have all of the golden badges
-All Gulliver furniture
-All villager pics (And obtaining them legitly)
-Town tree is fully grown
-Perfect rating in my town
-Encyclopedia is completely filled out

And honestly, you're never fully complete with playing the game. I have 10 dreamies, so once I get them all, I'll have to get on at least once a week to prevent anyone from moving away.

Not sure...

But you at least need to have all house upgrades, a completed main street and unlocked the harder difficulties of the Tortimer Island minigames and you need to have all the special PWPs (Police Station, Brewster's Caf?).

There are many other things to complete in the game, I'm aware of that but to me there is a difference between completing a game and 100%ing it. I think collecting all bugs, sea creatures and fish is a little bit too much on the completionist side which is why I don't consider it to be a part of just completing the game.

Here is my list, I'll rank them from 1-10 in terms of difficulty with 10 being the hardest. This is without using these forums for any of this stuff.

1. Completed Main street 5
2. At least 1 fully expanded house 4
3. Perfect town 5
4. Max number of PWP's (all unlocked UNLESS you don't want a villager personality that requires that) 6
5. Complete encyclopedia(museum optional imo) 7
6. Town tree fully grown 6
7. All gold tools 6
8. All badges 9
9. Complete catalog 10

All this would have to take at least 9-10 months I think because of the encyclopedias unless you time travel.

Personally, I don't think of animal crossing as a game you can complete. However, there are a lot of goals to work towards finishing. I focus on completing the encyclopedia and let everything else haopen naturally as I play the game.

I feel like the game is 'complete' when you are 100% satisfied with your town. This means different things for different people, of course. I also feel like a complete museum and main street is also needed.
