You can't really make certain villagers move...It's really random.
I had to move all 10 of my dreamies to my new town (my bf moved back
home so I decided to buy my own ds and acnl game, so this is from
experience). Here's the safest way to move out villager without
losing any of you dreamies.
After you have stopped someone from moving or someone did move
in, usually a villlager will ping within 3-4 days to move out. Once
they ping, they usually give the move out date 5-7 days from
the day they ask to move out!
Ignoring does not work. Nor does hitting them with a hammer or net.
Reporting them wont help either. Also do not TT 2 days forward and 2 back and yes
I have lost my dreamies like that. TT one day at a time. (very important!)
Be nice to them, and make sure to increase your friendship with them
by sending letters with gifts in them (I send fruits or bells), do
favors for them, and talk to them everyday. If they ask to move out and you say okay,
they'll thank you for the friendship, being a good mayor etc.
If you aren't good friends with them or nice to them, they'll say no,
that our friendship needs to get better. If you ignore a particular villager
and you arent close with that villager at all, when that villager pings
it will take days and days for him to move out even if someone said that villager is
moving.
As for pinging, I usually talk to 2-3 villagers a day to see if there
are any moving villagers. I had someone who (poppy) I have high friendship
with and talked to Poppy every single time to see if she will
tell me whos thinking of moving.
good strategy: "If it's someone I like, I save and quit,
reload the game, and go in front of that villagers house. They are
always there and will always ping about moving when I using this tactic."
