...What do you mean? Like, Twitter? XD I've never heard of a tweeter in Animal Crossing, but I'm sure there's probably such thing.
I see people auctioning them off, someone just told me its a party thing you blow but it can make u glitch.

It's a Streetpass item. It's like one of those party blowers only it has two "streamer" sides instead of the usual one.

that's when you have your 3DS in sleep mode and "pass" another sleep mode 3DS within 90 feet. They trade info, and if there is an AC:NL save file, the person will appear in your HHA plaza and their house is added to your showcase. If you streetpass the same person more than once you begin to exchange gifts!
