Ok so I've tt ed to the 7th day so that's when the villager is most likely to move in but they are not showing up. I've done it about 10 times and a villager has plotted twice. Am I doing something wrong?

I think even at the 7th there's a chance a villager will move in, of course it's a bit higher but it's not 100%. I've had no one move in even after 7 days so keep searching day by day and check your town thoroughly! I missed a plot on day 6 and I had to pay the price: Hazel.
