Currently all my villagers are staying as I only just achieved my goal. But eventually I'll let some go, I'm thinking having a year of deer.

Staying forever: Zell, Bruce, Fauna, Diana. <3 ~ the same 4 I had in my previous town too.
Eventually can leave: Fuchsia, Lopez, Bam,
Might give up only after the above 3 have left and if I have someone I want more: Erik, Beau and Deirdre.

I never ever want to lose Stitches again ;___; and I'm obviously planning to keep the rest of my dreamies for as long as I can. The only one I would ever really consider giving up is Sydney because there are so many normal villagers I'd like to have, but I find the personality to be a bit too bland to ever want more than one. I'm not anywhere close to ready to give her up, but she's one that I eventually will let go.

Mira and Gladys aren`t leaving anytime soon.

Cousteau, Agent S, Jacques are somewhat dispensible. Although I do really favor Cousteau and have taken a shine to Jacques.

(I just added my own post in the Favorite Villager thread so it feels like I'm repeating myself, but....) Vesta, Roscoe, Julian and Pietro. If I had my way, Frita and Pippy wouldn't have been allowed to leave my town as well.

As for my other villagers? I'm still secretly hoping that Carmen would finally move out. I haven't warmed to the others yet, as I've only had most of them for less than a week. Stitches... I might be willing to let Stitches go. I love that dude, but I haven't been as attached to him as I am with my favorite villagers. If he asks, maybe I'll let him leave. I guess.
