Underrated Villagers?

So many, but definitely all the anteaters for me. Anabelle and Cyrano are two of my favorite villagers, and I like all the others.
I'm indecisive, so I'll just list a bunch here:
Agent S, Apple, Baabara, Bella, Benedict, Bertha, Big Top, Bud, Camofrog, Canberra, Cranston, Cube, Dotty, Ed, Felyne (not in New Horizons), Graham, Melba (best villager), Petri, Pippy, Tabby, and Vivian. I'm still leaving some out.

I totally agree with @Bizhiins, Katt was one of my first new leaf villagers and I loved her so much! She's definitely under rated!
I'm going to add Norma to this list - she's a sweetie! I've never actually had her in a town before NH, I found her randomly with a NMT run, and she's grown on me so much already
I love everything about her - she's ridiculously sweet, her home (inside and out) look lovely, and her overall design is really cute in my opinion! I'm not too sure where she is on the tier lists/popularity but I've never really seen/heard much about her 
she definitely deserves more love

My Gilligan girls,Nan,Annalise,Katt and Tutu are all fairly underappreciated villagers.I don't see them a lot on other player's islands.

Oh, where do I begin? 
I love Penelope for her big bow-ears (or ear-bows?) and Shari because she's cute and has no chill lol. Sprinkle is a precious penguin. Gala and Merry are also adorable. Amelia has a stylish look. Poppy, Rizzo, Hamphrey, and Norma are also not mentioned much. Oh! And for whatever reason I love Miranda.

Yes! I plan on getting her on my island at some point because she seems really interesting for a Uchi.
I feel like Shari is underrated but I do see people mention her every now and then along with Beardo but unlike Egbert. I have Egbert on my island now and I love him. He is super cute and quirky. I also really like Broffina for a snooty and I don't see her mentioned much.
Or maybe I just like chickens?
I definitely feel that of all the wolf villagers, Chief gets ignored A LOT and it baffles me ><;
His design is absolutely adorable and I feel like everyone takes one look at his house and just instantly writes him off and it just makes me sad
Sometimes to me it feels like all the wolves are loved and talked about except him; I wish more people would give him a chance, he's the sweetest and he loves to sing all day

One of my favourite villagers of all time is Del. I feel like the alligator villagers are not as beloved as other animal villager types like cat, wolf or deer. Out of the gators, Del is probavly one of the more "forgettable" ones. I am pretty biased for my love of reptilians, but what I find the coolest about Del is that he is not organic. That's right, just like Cephalopod, Sprocket and Ribbot, Del is made of metal and has a nautical theme which I also find pretty interesting. His picture depicts him in a sailor uniform, which gives him a cool backstory as well.
Bettina is one of the most underrated villagers ever imo. Maybe she has popularity I’m not aware of but cute little mouse chef. Adorable expressions. I did NOT plan to get her, but I found her on an island and saw her expressions and thought it was super cute. She looks even better in glasses and her color palette is very very nice. She pulls her aesthetic off perfectly.
Tammi. I know people find the eyes creepy but I think they’re more like super energised. A little bit crazy which I actually like. Like she drank too much coffee. It’s funny, but when she smiles she’s still cute. Her tail stripes look great and her palette and clothes are really appealing. She’s very bright. Monkeys have cute animations with their tail being so bouncy. I think her smile is kinda funny.
Leonardo. The ironic leopard print floor. The metal rock house. But his outfits are always so fire. He was pretty bland before NH but in this game they made him super cool. A new outfit does wonders.
Keaton stands out a lot. I don’t know why I feel like he’s never mentioned. He has a kinda parrot look. It’s just so pretty and cool looking.
Groucho. I just think he’s neat. He has one of the fun old weird expressions and the scar is cool.
Beardo is funny.
Rasher. He’s another one with the fun old weird expressions, but also fits the cranky dialogue amazingly well in this game. Don’t judge him just because he has all those “ugly” marks, he’s a lot of fun. The name, the idea, the casual shirt and even the catchphrase. He’s funny.
Pashmina is outclassed by other sisterlies, I admit, but she’s nice. She’s kinda like Reneigh-lite design wise, but lighter colored and more of a disco/retro house aesthetic. She’s chill.
I never had Nana but she looks very cute.
I think Hugh gained popularity with NH, but he’s great in my books.
This is more of a “why do people hate her” but I am a Diva appreciator, she’s awesome.
Edit: I forgot Savannah but her too. She’s weird and I always forget her when people ask this question because I feel like during the CF days she was extremely popular. There aren’t many villagers who just fall in popularity.

These are all the villagers I've had since Day 1 which I think are underrated:
Frita & Curlos. I never liked sheep villagers before. Never liked their previous designs because all I see was a walking ball of wool with a scarf. But I've come to love sheep in NH all thanks to their ability to wear shirts. Frita is a walking french fry and Curlos reminds me of Miguel from Tekken.
Curt. Love his bandaged forehead. He gives me that cranky but clumsy vibe. One of my fave bears.
Pierce. One of the lesser known eagles. He actually has great design and colors. Would love to have him back.
Elvis. He's a rugged lion king. What else is there to say. He's cool.
Jacques. I've always seen him more of a graffiti artist than a DJ. I love his default clothes and color scheme. One of the best looking birds.
Murphy. This tiny bear cub is so cute, he doesn't even look like a cranky. Love his face and his mint green color.
Buzz. When people asks to name an eagle villager, he's barely ever mentioned. Despite his basic color, I think he really embodies the crankiness compared to others. That face says it all.
Tex. He and Jacques could be part of the same circle of friends. One of my fave penguins.
Piper. She may have a pretty simple design, but she's actually quite adorable. At first glance I thought she was a snooty, so I was acctually surprised when I talked to her.
Jambette. Many dislike her huge lips, but that's what I find charming about her.

Pate. I think her uwu almost crying face is super adorable and I love her little sky blue coloring. I think she’s one of the cutest most underrated ducks in the game and I find her super super cute.
To label villagers as one of the worst, it’s only personal opinion. I’m sure there’s somebody out there that thinks Raymond is the absolute worst even though he has a huge fanbase. On those types of videos, there should always be a disclaimer that it’s just their personal opinion. It’s pretty much common knowledge at this point, though, that anyone listing their top villagers is just that one person’s opinion.
I suppose that's true. I never watched the video so I don't know if they included a disclaimer like that (I really hope they did). I will say though that I find it super annoying because there are bound to be people who are influenced by those videos, and it just makes villagers that are already unpopular even more hated.
