Trouble making the 10th villager leave!!!

So here is the deal, the tenth villager to move in has proven itself to be extremely complicated to kick out... without kicking someone else first; has anyone been succesful at this? having a tenth villager move in and then having THAT and ONLY that villager move out?

I don't know if it's true but, I heard that the most recent villager to move in, cannot be the one to leave next. You have to kick someone else out, in order for them to trigger the leaving prompt.

Ive been able to do it with a 9th villager... but the 10th one is like a curse

I can disprove this o.o Wolfgang moved in, and the next day he wanted to leave, so I gave him to someone on here. I thought it was odd but I don't actually know why he left so early.

I have the same problem as Fabs, whenever I have a 10th villager, they just won't leaaaaaaaaaaaaave and... it's tiring and annoying.

Wait since he moved in with a plot he was probably my 9th..I just quoted Elaine because she didn't specify that the 10th villager can't be first to leave so I thought she was just talking in general

Yeah I had this issue once, but that was when I had 9 villagers. People asked to leave over 5 times, except Rosie, let a new villager in and then boom, she asks to leave.

Either it doesn't let the most recent move out, or its really rare for them to.

If someone could confirm a 10th villager moving out first itd be great because... sometimes they really ruin stuff
