Do you have some open spots? If your town is full of flowers, pwp, trees and shrubs it's harder to find them.
I updated my town at the dream suite than removed some flower and a few trees. When I'm done I use my other 3DS to dream my town. Put those flowers on the beach or in players lockers.
When I started my newest town I didn't add too many PWP. Just 3 benches, 2 streetlights, garbage can and a watering fountain.
Put a flower here and there. Once I found out where they spawned I used yellow flowers to mark that I should slow down.
In that town I saw lot of tarantula and scorpions. The mayor had 3 scorpion in 65 minutes. The last one she caught.
Player 2 and 3 caught their tarantula on the same night. Same thing happened with the scorpion but player 2 got a bonus tarantula. I have 4 towns and this was the easiest town to catch them in. The rain was the biggest problem.
Another thing is to watch your villagers. If they stand still and wouldn't move something might be up. I had 3 villagers on the bridge and they refused to move. Walked pass the villagers and found one of those bugs. It's happened in all of my towns.
Another thing I read about is a villager will say a tarantula is near them and to help them. Two weeks ago on MiiVerse I finally saw a picture of a villager asking for help and tarantula was near them.
