The problem with your Raymond scenario comes with the fact of how villagers are spawned on an island. On a mystery island, the game rolls for species first and then a specific villager. There are 35 species in total, giving a 1/35 chance to get a cat. THEN, the game has to choose a cat to pull for you. The worst-case scenario (meaning you have no cats) means that you have 23 cats to pull Raymond from. All in all, you have a 1/23 chance ON TOP of a 1/35 chance. It also means that cats like Moe and Monique are just as rare as Raymond. It’s not value of the villager; it’s how the game pulls villagers on mystery islands.So people using 2000 NMTs to find Raymond isn't any indicator that Nintendo considers some characters more "valuable" (read: rarer) than others? I bought a case of series 4 Amiibo cards, pulled 4 Hippeux's and 1 Stitches...that also tells me the RNG maybe isn't completely random.
I do like your suggestion of buying species specific NMTs for a greater amount of Nook Miles.
