I just got it today. Pete gave me a letter from Nintendo and in the letter there it was. Is it suposed to be some kind of DLC? Is it esclusive to some players or does evryody get it? What dose it do if it does anything?

Yes, it is a DLC item. I'm pretty sure everyone is able to get it. But not everyone has received it yet.

I don't think so. All you can really do is wear it. xD
 
Rumors say that it increases your luck. Also, Japan doesn't get the hat.
