Refurbishing TV/changing TV station

Curious how to get TV channel to static or to the testing tone channel with the color blocks?
I can't refurbish it and IIRC turning it on/off doesn't change to those stations.

Any help would be appreciated! Thanks

If you change the clock to 3am or early morning then the TV turns to static, I think. Not sure about the colour blocks. (If I understood your question right)...

Edit: But yeah, the channels change depending on the time of day it is.

It only shows static and test pic during the night.
