What does IGB and TBT mean?

Furthermore, why does this site have bells and what are they used for?

IGB - In game bells.
TBT - Acronym for The Bell Tree currency. From what I understand you get TBT by posting on forums and you can trade TBT to other users for services (hybrid-ing flowers, weeding, etc.) and items.

Yeah, the bells here are used for buying and selling things between other users, as well as buying things from the shops (collectibles, username changes, etc.)!
