PWP Spaces

I need to see if the bush starts are able to grow with these spaces.
Can someone double check for me?

The brown paper bags is where I'm going to be planting the bushes, NOT the four holes

Bushes and trees can't be planted next to a PWP. So you'll have to move them over one.

Only flowers can be planted in those holes, not bushes. Sorry, hopefully you'll be able to landscape another way.

No, there's a one space buffer zone around all PWPs.

Basically, it's all been mentioned. I tried planting bushes in the same area around a public works project once, but they died. //u n u
Like stitchmaker said, you'll just have to move them over.

Oh uhh whoops I forgot to mention that the holes were not where the bushes were going to be.
