I really want to get perfect town status in one of my towns to unlock the Town Hall remodel, but I'm a little confused. How many PWPs did you personally have before you got the status? I don't want the campsite in my town, so this may make it hard. Do flowers count toward the perfect status if they're on the beach? Any tips or suggestions? Thanks!

All the guides I've read say you need 10 pwps and some don't count or hurt your rating. 10 sounds about right. I was probably somewhere around there when I got perfect town status. And like stiney said, just build multiples of cheap things like benches and street lamps.
I'm not sure about flowers on the beach, but I would assume since they are in your town they would count. Not positive, though.

I believe you need 10 or more PWP's, but certain ones decrease your perfect town status. Get planting lots of greenery! Planting flowers, bushes, trees and creating hybrids all count towards making your town perfect. Make sure there's little to nothing on the ground in your town, it counts as trash. Make sure you have no weeds in your town, clovers are fine though. If your town has perfect status, you may find white flowers at the tops of your cliffs with three bell-shaped blooms. These flowers are called Jacob's Ladders, and they only appear in your town if it has perfect status. If you have tree stumps in your town, and your town currently has perfect status, you may find a rare mushroom buried near a tree stump in your town. This mushroom is quite valuable and only appears if your town has perfect status.

My newest town got perfect status 5 days ago. There are a lot of flowers on the beach.
I had 10 PWP but lost it when a villager moved. Added the flower clock and the town got perfect status the next day.
If you don't want a lot of trees in your town plant some coconut trees on the beach to help with the greenery. A streamer was having problems getting a perfect town and didn't want more trees/shrubs. She had a lot of flowers in town. Planting a lot of coconut or banana trees gave her a perfect rating.
