what are even the benefits?

You get a limited edition New Nintendo 3DS before the system has even been released for the general market.
It's promotional. Nintendo knows viva voce advertising is powerful, so they're letting a select group wander around with these systems. People will ask about them, gather information, spread that even more.
I just wish that Nintendo would make it available to the rest of Europe. I don't understand the whole Great Britain = Europe stance that Nintendo seems to have adopted recently.
