Need help, is the game broken? Villagers won't move out!

Hey guys, this is a weird one,

I'm an experienced cycler and this is the first I've come across this.

We are trying to cycle villagers out of my Fianc?'s new town, he currently has 10 villagers and we have yet to have a single villager move out. I use this cycling method when cycling my other two towns.

He has completed the start of game content, he has upgraded his tent to a house and achieved his development permit. We are using Whitney as a safety net/bff in hopes she will tell us if another villager is thinking of moving. So far, we've been unable to get her to tell us if a villager is thinking of moving out.

We have also time travelled, day by day, for about 40 days, and a villager has not moved out.

Another strange thing is happening too, Whitney never ever gets tired of talking to the player. She just keeps talking, and never says anything like "Sorry can you leave me alone?" It just keeps going, like it's unlimited.

Has anyone ever come across this? I politely ask for legitimate helpful responses please. Thank you!

I've tried that method before for cycling, and it didn't work for me either. And Jacques never got tired of talking to me either. ._.
 
You need to make sure you have talked to every villager in the town at least once or twice. Once you've spoke to every villager, keep TTing every day and someone will move out.
 
That method of cycling always works for me.

I am not exactly sure what happens but from my experiences, my "safety net" and my target always got tired of talking to me after I spammed conversations with them.

However, I haven't had a villager ping me to move in the last 5 days and it's kinda odd because usually Beau or Kyle pings me.
 
I had this problem with my cycling town. I time traveled 2 months trying to get lily out to move her into my main town and nothing. Nobody wanted to move out. I realized though that instead of "ignoring" villagers that you want to have move out, you need to speak to them and begin the "friendship process". Once you've gone around and spoken to your villagers for at least 2-3 days, do the "fill your inventory with flowers and go in the ocean for 5-6 minutes" trick and then walk around town until one of them pings you. Once I did this lily asked to move out 2 days later :/

Thanks for your responses everyone! We will try talking to all the villagers a few times and try again, I will keep you posted!
 
I was the same in my second game. I had time traveled for months and nobody was pinging me. I spoke to every villager and within a few days of TTing day by day, someone was moving out.

I use the TT a year, load up the game, TT another year, load up the game, TT 5 days and then someone has moved out and someone has moved in. So you'll always have 9 villagers.

Yea exactly, usually you just have to get in a groove with it. Move someone out, TT 1 day, TT 2 days, Talk to your new villager, TT 4 days, Prevent or allow whoever want's to move to move, TT to their departure date, rinse & repeat :)

Each person will usually find their way of going about it, the important thing is to talk to your villagers and if you think you might lose a villager you might want to keep, you can always create a new character to check on things before isabelle pre-saves your town.
