Is Rowan in the game?

I saw on the wiki that Rowan is in pocket camp but I haven't seen him yet? Is he actually in circulation? Is there a reason I'm not seeing him or is it luck based?
He's my favourite villager so I'm just wondering why I'm not seeing him ahhhh

Yep! Gulliver will bring him as a passenger on one of his trips. Then, he's immediately invited to your campsite.

He is one of the villagers you have to unlock through Gulliver. From my understanding, he shows up randomly on one of Gulliver's returns to the island.
