Is it possible for a villager to just not move out?

I've been cycling for a while to get this one villager out. She's been with me since the beginning and has never pinged me to leave, now that I think of it... Anyways. Yeah. Cycling for 2 hours straight and everyone's pinged me at least once, except for the one villager. I'm always nice to her, and do her favors too... It's not like I go around whacking her with a net, or anything.
Is it possible that some villagers are stuck with you for an eternity? ;v; Or is she just really stubborn?

They are stubborn
the most harder are animals to move out are usually one that greet you when you open that town

I cycle as well and I can confirm some villagers are more stubborn than others. This is ESPECIALLY true if they have pinged you once already and you denied them or accepted and then had them tell you that you needed to be better friends so they decided to stay anyways.

However, the only real way a villager won't ping to move out is if they were A) the last one to ping to move out (they can't do it twice in a row) or B) they were the last one to move in.

I have a cycling town and I'm using the foolproof method. I can say there are some really stubborn villagers. XD I have Bianca in my cycling town and she's been in there for almost a month now. XD And I have Tom in my 3rd town, Ive been trying to cycle him out but he just wouldnt ping on me. I used all the mthod be nice to him, pushed him to a pitfall and even whacking his head. (Sorry) but still wouldn't ping on me. They're stubborn. XD

Rofl awwww man... Yeah some villagers man. They are just determined to live in your town. xD Puck did that to me and FINALLY pinged after a long time. I was so frustrated, because one time he pinged, and then when I said "yes please move i hate you" he was like "NOPE IM STAYING SRY BYYYYEEE" and I had to endure him for more months...... ;-;

I have had that problem with Robin, Ankha, Punchy, Flora and Beau. None of them would move no matter how much I tried, lol. But eventually, they left. It just took a very, very long time. Why some are more resistant is beyond me.

This happened to me after 12 hours of trying to get Marshal into boxes. He was in my 2nd town, which was actually my husband's game and he was wanting to play it, so I was attempting to get Marshal to move into my real town but he would not budge. I mean, it got to the point where I was so frustrated, I was just trying to get him to move out entirely so that he would be in the pool and hopefully he would move in randomly.

It got to the point where I was like in 2021 and he still hadn't left!! I guess some villagers just love us, and they never want to leave...

I've been trying to flush Peck out of my town for AGES, and he WILL NOT MOVE!! I want to make room for new villagers so I can try and cycle Fang back into town, but holy smokes, I for the life of me cannot get him to ping me. I feel your pain!!
