I'm considering getting rid of most of of my 2nd level cliffs.

I got rid of my 2nd level cliffs just recently. It took so long to do and to demolish all my inclines but it looks so much better in my opinion. I only have a couple 2nd levels for purely aesthetic purposes (like a tree and flowers or for a waterfall)
 
Sometimes I add a little cliff with a waterfall to add some height and dimension. The things on it are purely decorative so no need to use a up ramp.

This is pretty much what I plan to do. I have a library on a 1st tier cliff and have 2nd tier as just "walls". No need for a ramp! :)
 
I only use 2nd tier land to make a place feel more natural or for waterfalls. Usually the area around it is very small and not meant to climb up to. I agree, it's not really necessary.
