Okay this is just a theory, and I have tested it out on my game and I got Ed to leave. But I am not 100 percent sure if it was just luck or what.

But i got him to move out two weeks after he moved in. Granted, that's a long time, but it seems faster then just ignoring them the whole time and hoping they move.

Here is what I did:
I BECAME HIS FRIEND (this helps them move out faster...for some reason, or at least it feels like the higher the friendship they have with you the more likely they move)
after becoming his friend I ignored him completely and ignored any villagers request to talk to him (ex deliver him an item)
Then about two weeks after he moved in, he left.

Once again, I am not sure if this is luck or not, but its worth a few more test runs.

I'm trying to get some villagers moved out by filing a complaint with Isabelle. It's just a trial and error thing at this moment and I am seeing if it will actually work.

Filing a coplaint just resets their catchphrase/clothes/mail... does nothing else.

Why don't you become best friends, and when your friendship is enough high, you ignore them.

Like talisheo said.

I've had Blanche ask 3 times in the a little over a month that I've had the game ask about moving out. I've had a few others ask twice. But then there's others (like Pudge and Penelope) who have never asked. I'm nice to all of my villagers. So I don't know if being nice necessarily helps. Maybe it depends on their personality.

It's random.... Sigh... I'm getting tired of all the milllions of theories while it's just freaking random.

So you managed to figure out that there is no pattern? Have you tried different ways a reasonable amount of time? I don't think so :(

It's good if people share there personal experience, so we can see if there is a good way of dealing with annoying villagers. :D

It's best to just become friends with every villager tbh, well thats what ive found, also being a friend with them, will prevent them from changing their mind, when you tell them to go

yeah. no matter how much i tried to hit them with a net they wouldn't think about moving.
i befriended phoebe and she asked me to move, and i was like finally.
i wish you could hit them a lot and then they would move though

Its 100% random.
Friendship (although it may seem like the ones you talk to the most ask to leave more) has nothing to do with it.
I've had a villager move in and then be the first to leave without me even meeting them.

Thank you! Seriously i've heard stories about people hitting them with a net and they'll move out, people are best friends with villlagers and they decide to move out, people never talking to a villager and they'd like to move out, etc. Like a billion different scenario's. And still there are always people spreading false information like "OMG YOU NEED TO HIT EM WITH UR NET!!!11!!!".
