I think Nintendo meant for them to be together in the same town, like Chrissy and Francine. Their designs are just too similar otherwise.

Yes, I've realised that before. I was about to put them in my town, but they were only four out of nine villagers to have in my town. I didn't know which villagers to put for the other 5 remaining.
There's also another superhero apart of the squad. Her name is Filly. She's a Normal Horse. She is only Japanese-exclusive and is a DLC to New Leaf. You can invite her RV but you can't invite her to your town. But, in Happy Home Designer, she was newly added and you can design her home with 7-11 furniture!
There's also a similar looking villager without a helmet, but with glasses and a superhero outfit. Her name is Mira. She looks like a superhero, but not apart of this squad.
