If we don't have a planned way to shoot, mafia will always shoot town, and any given town has a 1/3 chance of shooting mafia barring scumreads.

But! If we have any plan that doesn't involve everyone having a given target, mafia will just shoot someone else at no cost.

So clearly, the logical solution is to force a draw.
