Even thought forums bells are frozen currently

Usually I get a birthday gift of tbt but it being frozen right now, will I get them after its unfrozen and/or tbt for the posts ive made since it being frozen?
My birthday was just a few days ago

I've heard birthday bells are very hit-or-miss. Sometimes people get them, sometimes people don't. Granted I read that a while ago and they may have been discontinued all together at this point, and with bells currently being frozen I'd assume you'd especially not get them.
