Only when the situation calls for it. When I have somebody waiting for me to pick up a dreamie, then I would have to time travel as much as I can until somebody pings. Thankfully, this has only happened once and I do hope to not do anymore time travelling.

I've been doing it to get villagers I really don't like put, but I just go back and forward between two days so it doen't count for things like seasons changing or events etc, I don't dig anything up when I TT, or check the shops for the things I want, all that stuff I want to do slowly, day by day once I have the Villagers I want!

In my main town, Vista to restore grass. While in my other to towns, just to kick out villagers I don't need but I don't do it all the time.

I always time travel! But I have a tip,I change the systems time, and not the games because it prevents tripping, weeds, villagers moving out without pinging ect.

Only on rare occasions when I feel it's necessary! Like when plot resetting, or when I have to order an item for someone. I always fix my date immediately though. Except the one time when I accidentally unlocked the Gardening shop before I was supposed to xD
Never have, and never will. Not even to make up for missed events. Like take today for instance. I'm at home after midnight, and I clearly missed April Fool's in both GameCube and City Folk, but did it in New Leaf since I took it with me. Oh, well, just like real life, you miss something you can't go back in time to make up for it, so I missed it.
I made a rule for myself, so I don't feel cheating much 
I don't time travel at all in my main game, no matter how tempting is.
But in my other town, which i mainly use for cycling, that rule is applicable - although I always TT day by day only.
