Most people pick villagers they want based on their own personal taste, although I guess some people would choose villagers that they can 'show off'. Top tier villagers aren't any rarer than other villagers, they are just more expensive which means to get them you either have to be extremely lucky or have a lot of Bells to throw around. I got Stitches when I started up my town, and I like him because he's a cute-ass patchwork bear, not because he's popular. I also got Claudia, Alice and Phoebe, who are all cute villagers, although not top tier. It's all a matter of preference.
 
Not really. I find the villagers in the higher tiers are generally the cutest and the ones I like the best. though. I base most of my villager choices off of looks, and the higher tier ones generally look better to me.
 
The tier lists definitely don't affect my dreamies but.. I have looked at the tiers to see which villagers are popular. I have even bought villagers just because I wanted to see why everyone loved them so much ( here's looking at you Merengue). Invariably I like the lower tier villagers more but they definitely are more difficult to find simply because they tend to be autovoided.
 
I didn't realize tier sets existed before looking for villager lists, so I could get an idea of who else was out there besides my own little town of ten. There are a couple tier 1 and 2 villagers that appeal to me, but I love quite a few tier 4 and 5 villagers too. I think everyone has their own vision of what their dream villager is, and therefore tiers shouldn't really matter. So far as I know, tier 1 and 2 villagers aren't actually -rare- so to speak, as in they're less likely to pop up in a town than others, but that they're just wanted by more people.
 
No way. For example, Bertha is one of my dream villagers and she's Tier 5. In fact most of my favorite villagers are in Tier 5.

Sometimes the tier lists affect villagers I want in my town, for example: if they are popular or very very unpopular, they're hard to get because either a ton of people are after them, and it's competitive to get them or they just instantly get voided... I like my fair share of popular villagers but if a cute one slips under the radar and they make me happy, well... I'll let them stick around in my town for as long as I want. :)

He is. I got him because I needed a jock, I don't enjoy jocks, and found I like him a lot. He's cute. I have no idea what tier he is but must be higher for what I paid.

The tier list doesn't affect my favorite villagers, but sometimes villagers that are tier 1, I find adorable
 
Before I came here I didn't know about the tier list so its a coincidence that my dreamies are around the 1-3 tier.
 
They don't affect my wanting them any more or less, but they do make it harder to find villagers. Higher tier ones are expensive and you often have to out-buy someone else, and lower tier ones are hard to find because a lot of people auto-void them. It took me a month to find someone who had Antonio because he's tier 5. Took me about a day to find Marshal and I had to pay a fortune to adopt him.

I have a lot of high tier villagers but it's because I wanted to have them because they're cute, or because I needed their personality and they were kinda cute and for sale somewhere. imo it's wayyy easier to find tier 1 or 2 villagers to buy, there are tons of auctins every day. with lower tier villagers it's way harder because no one makes a selling thread and most people autovoid...
 
lel, no one chose tiers but me. tiers do matter to me. I aim for my half of my villagers to be unique and half of them to be tier 1 and 2. All high tier villagers look great in my opinion and most fit my theme. Lower tier villagers are really rare to see in other towns and not all of them look appealing. If I have lower tier villagers, my town could be more unique

Nope. None of my dream villagers are even in Tier 1. My dream/favorite villager that had the highest tier is Genji, which is in Tier 2 for now, but he's not as popular/desirable as the other villagers included in the same tier like Muffy and Julian. The rest of my favorites are in Tier 3 below. I just found out about that villager popularity thing recently, but hey, my preferences have always been unpopular and I don't follow much of the trendy stuff. My favorite villagers are based on their appearance, house layout/design, and personality type. Some of the high-tier villagers have grown on me so I let them stay longer, just like some low-tier villagers.

But I'm quite greedy. When a popular villager/camper moves in even if I don't like them, so be it. But I will try to sell them. Because I'm quite a busy person to grind in the island for millions of Bells.

That's my villagers in my signature. My dreamies are actually Genji, Snake, Sterling, Knox, Klaus, and Elvis. Sorry about that!

Ankha and Fang are my current villagers. I'm not fond of Ankha, but she's gotta stay for a while until she asks to move out so I can sell/auction her already. Her house placing is terrible too. Fang's really sweet and he's growing on me.
